Sounds like you got some bad genes if you're a swimmer AND a soccer player and you have a gut...
Keep doing sports if you can and keep up the cardio. It sounds like the main thing to focus on is your diet. Google "healthy eating" and go through some different plans until you find one that you would feel comfortable and possibly even enjoy doing (if you try to do something you hate you're not going to succeed at it long term). Instead of 3 big meals a day aim for 5-6 smaller meals. Make sure you're eating in the morning to kick start your metabolism. Stay away from any fast food places (including your cafeteria).
Cardio and 5-6 small meals a day... make sure to incorporate some protein and yes, carbs. Don't skip breakfast either. An example of one meal could be 2 scrambled eggs and some fruit. For cardio, look up HIIT. If you want to workout, I would recommend complexes. You can do them with a barbell, dumbbells, or your own bodyweight. Just don't do high rep exercises because you will be doing NOTHING to benefit yourself in the long run; it's a myth. Check out this exercise on complexes;

Eat 5 small meals a day to keep your metabolism on track and try and stick with foods that have a low glycemic index (i.e no sugar..lots of whole grains).

Running and running, it works for your whole body but especially your the stomach and lower stomach muscels and burning fat.
Swimming is also very good, getting the body more slim figured.
Though fat is good, girls should always have some fat on their stomach, its healthy and it works that way, that's because girls never really can getting visible muscels on their stomach. Guys have much less skinfat, meanwhile girls tend to have more skinfat, nearly all girls do, though its also a genetic thing.
Lots of light weight, high rep excersises.
Preferrably running or swimming...
Do them... Alot.
Meaning: You know you want to lose weight, you won't do that typing on a keyboard efficiently enough to lose 30 lbs of gut in 4 months.
- Go to a gym, and workout (research "toning") while eating healthy and appropriately for your body type.

Pick up the book "South Beach Diet" and follow it religiously. Then work out with weight training. That will be a good start.
