Laser is the only effective way to get rid of acne scars that works as far as I know, but it's not cheap, and kind of painful.
As far as acne itself, acne is a result of overmoisturized skin either via natural moisturization (skin oils) or by putting moisturizer on your face, or from using a moisturizing soap. Clogs up your pores and causes acne.
Use a drying soap like Ivory 5 or 6 times in a row morning and night. For one of the washes leave it on your skin for a few minutes until you can feel it starting to dry, then rinse. On the second last wash use a coarse, exfoliating wash cloth to get rid of any flaking skin (so you don't look like a zombie for the rest of the day). I used to have pretty bad acne, and this has worked for me for years, but if I stop for even a day or two, it flares up again.
Do not ever put moisturizer on your face if you have acne problems.
Try to avoid tanning your face too as the damage from the sun promotes natural moisturization and therefore acne. It'll seem to clear it up a bit temporarily, but then it will come back with a vengeance.

I (used to) have some acne as well and I can recommend the clearasil soaps for the face. They don't completely get rid of acne but he won't get any big outbursts anymore, just a pimple or 3 a time and they won't grow as big anymore either. Other than that, just leave it alone and let it run it's course. It will all go away after some time, even the scars. Leave the pimples alone as well. You can pop the ones with a big white head that are ready to pop, but leave the others alone or you'll create scars.
Also, Garnier has a Pure Active 2 in one roller. It's a brown tinted anti acne cream in a rolling stick that covers the pimples/scars like it would be a concealer and on the other hand it treats the pimples. I've been using it now for quite some time as well and I'm very happy with the results!
I would imagine it depends on skin type. Such as oily, dry, sensitive, rough. Different products work for different people. And then you have those who have tried over the counter products and it doesn't work, they have to seek help from a Dermatologist. Been there and done all of that lol. If he knows his skin type I would start with OTC soaps. Oxy on-the-spot cream works pretty good for pimple treatment. It's a start...
I stand by egg whites, as in a face mask. Natural and extremely effective.
