I am currently 5'6 and 140 lbs and trying to lose 15 lbs.
How many months would that take if I lost weight safely and smartly?
There is no such thing as permanent weight loss. You will have to work at this for life in order to keep it off. People's weights go up and down throughout their life. The only reason it's advised that you take weight loss slow is because by doing it slow the good habits that keep you thinner are more likely to stick if you take more time to adjust to them.
If you jump fast into weight loss, your habits are still fresh by the time you lose the weight. This makes it more likely for you to revert back to your old ways.
If you want to keep the 15lbs off forever you have to stick to a healthy lifestyle that includes a balanced healthy diet, various exercises on a regular basis and a healthy attitude towards health and weight.
Usually for the average person a weight loss of 1-2 pounds is a safe, healthy measure of weight to lose per week. People who are bigger can lose more, but that only applies to people who are severely overweight (morbidly obese) or at risk of dying soon because of their weight. Even then they have to be monitored by doctors while they lose weight.
You should only strive to lose 1-2lbs a week.
So if you manage to lose 1lb a week, it will take 15 weeks.
My advice if you want to look like you are losing more is to do strength training exercises. I found when I did pilates and lifted weights it helped to give me the appearance that I was smaller. This will give you some instant gratification without making it unhealthy. Plus muscle will help keep the weight off for years to come, as long as you keep at the strength training.

I have heard that anything more than half a pound to one pound max per week is too fast.
Depends how you do it.
First of all there's sort of no thing as 'permanent weight loss'. If you go back to eating how you did, you'll gain the fat back. Period.
Second, if you're really overweight for a long time, you probably pushed your setpoint up and may fight that for a long time.
Third, the 'yo yo' where you regain more then you lost is typically caused by lean mass loss (i.e. you lost muscle and fat, slowing your metabolism down). The more aggressively you diet the more you potentially trigger lean mass loss, but you can actively fight against that. It just becomes more something you -have- to focus on.
Losing 2-3 lbs/month you probably don't have to worry a lot about lean mass losses. You can lose more like 8 a month and maintain lean mass but you have to manage it more carefully. Of course you're only managing it carefully for 2 months under that approach ...
since your by no means fat right now, I would say thatd take about close to 2 months. when you don't weigh a lot its hard to lose weight, versus someone whos 350lbs losing 30lbs or more a month. I'm 5'7 150lbs, by no means am I toned, but I've been stuck here a long time lol. but its hard to gauge how much weight your going to lose a month, you should just worry about eating healthy, not drinking pop, cutting back on sweets, and replacing you cravings with dark chocolate (actually proven to be good for you in small quantitys, less fattening then milk chocolate to), and excercising regularly. never fast or skip meals, eat a big breakfast, and exercise regularly and you'll be fine. also suggest using smaller, colorful plates when you eat lunch and dinner. smaller plates only let you take so much at a time, and colorful plates trick your mind into thinking your full.
