Thus, my reply is more of a generic answer to your question whether a "dumpee" should ever chase the dumper.

The answer is NO. If the person that has been dumped by the other person, the fact of chasing that person makes the "dumpee" look desperate. Being desperate is a sign that the person is not capable to accept a fact and is holding onto somebody that is no longer interested in that potential relation.

You are not doing a sales pitch to attempt to convince the person that a product is better than an other but you are desperate to get the attention and that you are willing to lower your standards to be accepted.

Never chase a person that gave you the boot but move on.
