He won’t stop sharing his location even when I already blocked him on iPhone?

I broke up with my ex and now I delete his location but he doesn’t understand what “ I’m done with you means “ and he keeps sending me his location everytime I delete it. Is so annoying because he is blocked. Is there anyways I can prevent this to happen again? I don’t want change my phone , we both have iPhones
