I'm sorry, but this is 💩 The girl liked the guy that didn't think about asking her out, instead of the guy that did. How would she know if a guy thought about asking her out for 3 weeks? That makes no sense to me.
Women only want to spend their youth fucking as many good looking assholes as possible, than they settle for a nice guy. Nice guys are plan bs and assholes get used. In short women are scum and its better to hurt them and cheat on them than let them do it to you
Since when did "nice guys" become a term to describe shy guys with low confidence? You seem to suggest a confident, charismatic guy can't be nice. Be careful; that may well become self-fulfilling prophecy.

Women give assholes the time of the day, till they get to know them better.

I don't know if I agree with this. Being forward doesn't seem to be the real tickler though I do agree that hesitation isn't useful either.
