Long distance Flirtationship. Should I give up?

I met this guy when he was on vacation, he came to my country and we hooked up. Then he went back to his home country but for some reason we kept in touch. At first he was the one who communicated the most and wrote me everyday via text and snapchat. After 2 months, I started getting fewer and fewer texts, he broke our snap streak and eventually he only texted a few times a week, I felt he pulled away. Recently he started texting regularly as he did in the beginning. The thing is that he went on vacation to another country for the holidays and he met another girl (probably hooked up with her too) and I know they've kept in touch (I found out through stalking/intuition but he was careful to keep this from me). I believe he's doing with her the same things he did with me 5 months ago. I haven't told him that I know this because we're not a couple although over this time I've developed feelings toward him and finding out did hurt me. I've been wanting to ask him why he's kept flirting and texting me all this time, what is the point of this flirtationship and what does he want from me or if he's looking to move forward with this but I don't want to freak him out or come off as too clingy. I want to go visit him in the hopes that spending real time with him will improve the relationship but I don't know if it's even worth it since I don't know what his intentions are. I can only guess he likes me and that he's somehow interested in me and that's the reason he's kept flirting and talking to me. What should I do?
