Me personally I would feel kind of emasculated. I mean he may think that you think/view him as the girl in the relationship. Also, another note is that most guys don't really care about Valentine's Day and since the two of you are under 18 it's not like you two probably have an abundance of money. So you really don't need to get him anything.

The most meaningful gifts are those chosen based on our knowledge of the person they're meant for. That said, apparently your boyfriend likes each item. I wouldn't think about tradition. You know him.
Generally guys like myself don't really care to receive flowers. The chocolate is cool. The bear is alright but don't expect him to put on display. But if you include taking him out to dinner, that should score good points with him.
It will be fine if not in public i. e. school as teenage boys are brutal
I proudly recommend getting him a Milwaukee 2555p-22 impact wrench, sure its expensive but just think about all the money u save with it and the eye candy that you'll get when he's being all macho using it
If that’s what he likes by all means go for it. I personally would be fine with just the chocolate and the stuffed animal because of the sentimental value.
I don't know what he likes but I would find this cute. To be fair, I'm not a materialistic kind of guy so it's mainly the intention that matters to me.
