Please help! why does my ex keeps texting me?

I was dating this guy for about 7 months. We live in different cities. He decided not to commit to a relationship with me because he said he had doubts, but we never had problems or argued about anything. He even said he might regret his decision. I told him I needed some time to forget him but he hasn`t stopped contacting me. I sent him a letter saying it was better not to be in touch and go separate ways. After a couple of weeks he texted me again at Christmas day. He is away on a trip and has been sending me photos almost everyday, sometimes without even saying a word, and at New Year´s Eve he sent me a message saying he missed me and still loved me a lot, but hasn´t said he wants to see me again or rekindle our relationship. What is he doing? is he just messing with my head? is he confused? we are not friends with benefits at all.
