Two weeks is a very long time for a response. You can absolutely reach out. A simple "you got the letter?" is more than okay. If he says yes to that you can simply transition to a "That's cool." And if you want him to think you are cool even though he isn't interested follow up with something akin to "Had to shoot my shot. No hard feelings!".
I suppose you could hope he is shy or didn't get it. But realistically it is a no.
Oh that is SO not good. My advice is don't bring it up. I very much doubt it's good news.
