Is there a difference between I'm not looking for a relationship and "I'm not sure if a relationship is in my near future or not?

Quick background: I have been talking and spending time with a guy and I think things have been going great. He's super busy with the work he does so we're definitely taking things slow and see each other maybe once a week but text/chat everyday. Recently I said something I think might have scared him away

We finally talked about it a little and he did mention that it kind of worried him. He said" I've been transparent. I've been working on things. I'm not sure if a relationship is in my near future or not. I'm happy just hanging out"

I've heard "I'm not looking for a relationship right now" and there's that. Is there a difference in what he is saying? I only ask because this guy compared to others I have dated is a lot more mature and has mentioned to me that he has a lot of "life" things going on but it's all good (whatever that means)
