Difference between would you like to catch up and are you keen to catch up?

normally I would answer yes I would love you catch up. With the latter I'm not sure what to say.. if I say yes I'm keen! it will make me look desperate LOL

It doesn't make you look desperate. An answer to both of the questions can be: "yeah, why not?" which doesn't make you seem "too keen" or desperate.

I don't really see a difference in meaning between the two ways of asking.

The first is an American phrase and the second is British/Australian? I'm pretty sure they mean the same thing.
