Do men look at a normal person all the time, without taking their eyes off, do they turn around and look again?

The boy I liked liked my friend 5-6 months ago, then my friend fell in love with his friend, I think the boy I like doesn't feel anything towards him right now, but I'm not sure. He was talking to me 2-3 months ago, but for the last month he looks at me every time I pass him. the look is not like a normal person's looking I'm always the one who catches my eyes looking weird in a good way. Do men I know look at people they like? but why doesn't he talk to me (he's not shy he talks to everyone around him)
