You "tell him" by NOT telling him. . . not telling him anything. The only thing you can do which will effectively communicate this message is to tell him that you are going to block him on your phone and all media so that he can never contact you again, and then you follow through and block him on your phone, social media, etc. If he tries to contact you by using someone else's phone, e. g., you warn him that one more contact means that you will file a petition for a restraining order.

That's what you do if you're SERIOUS about not having any more relationship with him. And if you aren't that serious, stop trying to BS yourself and everyone else.
