It's simple:
Tall is good on a man.
Not-tall (short, or what you refer to as "average") is very bad on a man!Tall for most Western men (except for The Dutch, I guess) is usually considered to be a minimum of 6'1"/185 cm, barefoot.
Not-tall (or "short;" they basically mean the same thing) would be 5'11"/182 cm barefoot, or less. That is considered not good/unacceptable/the Failure Zone, for adult men.
While height is 100% subjective and opinionated, this is what the majority of Western people think. Especially straight women, who 96% of, want nothing to do with a non-tall man.
If you don't want a tall guy, and only want to date not-tall (short and "average") men, then any man 5'11"/182 cm or less, would be diminutive enough for you, as none of those men would ever be considered "tall" (aka "good enough") for the majority of Western women or society at large.
Nobody likes mediocrity or worthlessness... Except you, I guess. You're part of the 4% of women who accepts tiny (not-tall) men. Good for you!
And in case you're curious, most men where I am from in the US were 6'0"/183 cm barefoot, and most women were 5'6"/167 cm barefoot and without heels. The women were still kinda short, while the men were the medium height. I am one inch/3 cm below that, so was always considered not-tall (short) where I'm from, and almost no women wanted anything to do with me, considering I'm the same height as them when they're in heels. It SUCKED.

Are you for real? girl that don't want a tall guy? also isn't the average height for men in England is 5 ft 10? anyway the normal height gap between men and women is a half-head.
I am not sure what you mean about being confused about what is tall or short for a guy.
if you are 5ft and interested in dating guys even shorter than you, they are very rare but there are some out there. @bigpauly is a male user here who is quite a bit shorter than you.
As for average height, that depends on where you are. Average where I am live is about 5’9. There are plenty of guys around that height.
It honestly confuses me too, I rarely see any guy who is extremely tall in real life but I always see women on the internet saying "must be 6'1+".
personally I just consider anyone who's visibly taller than me (3 or 4"+) to be tall and anyone taller than the average height to be extremely tall (in the us, I think that's 5'10 or 5'9).
