Do people judge by looks but choose by personality?

I was watching a video on YouTube where there's a girl speed dating 20, 30 men at the same time. First they would go with a sort of face to face and the girl would have to rate them and decide if he is of her type. After that they would go with a sort of blind setup and they talk they share experiences you know get to know kinda thing and to my surprise the guy who was rated the least scored highest in personality. Is dating going down the hill, you know chasing people based on beauty with brains? Which is rare, what do you guys think?

Negative. 100% of all seeing people with their full faculties choose by attraction. There are absolutely no exceptions to this simple fact of evolutionary biology. They only remove selected mates by personality after the fact; usually when they detect multiple options.

if you don't pass the looks test, personality doesn't matter

I choose by personality. Nothing stops aging! Id say looks is like a garnish on a meal, looks nice but it doesn't add anything to the flavour of the meal, if you get what I mean! 😆

People who chooses for looks are either superficial or feel more lust than love.

Looks attract. Looks stand out in a crowd. But when they open their mouth they need to have something to say.
