Is this pretty common?

I've been with this guy for a year, and he won't plan to go away with me. We have had conversations where we've seen places on TV or online and I've gotten excited and said where is that, an he's threw it out there as somewhere we can go together... he has genuinely said 7 times, who's going to go... and named the place. He teases about it and mentions it a lot

He's said he doesn't want to make memories with me... but then days down the line he's all over me, excited and suggesting we go away.

Is he infatuated with me?
Leading me on?
Confused?

Why does he say these things, only to take them back.

I told him at this stage I'd be going travelling with my other half and be exploring. Earlier he said if that's what you want than you're free...
He says he doesn't want to waste my time, and doesn't want to do those things yet.
Then afterwards he said he can't do things whilst his mum is here visiting.
He constantly backtracks or changes his mind.
Why?

He also has a tendency to shut down, avoid or self sabotage anytime we try to have a serious conversation about wtf it is we're doing. Few times we've arranged to meet to 'talk'and then no important discussion has took place. He just starts acting normal with me, hugging an kissing, saying he misses me


I'm getting so bored at this rate.

I'm 29 and he's 40.
Why can't he just decide to be with me if I'm so much fun, light up his day and all the rest of it that he spouts about 'us'
