You can’t make someone serious about turning your situation into a relationship if that isn’t what he’s intending. I don’t know if you’ve ever asked him what he’s looking for right now, but that question alone would give you the answer you’re looking for. To me, Netflix and chill is a great way to become friends with benefits partners. So if that’s not what you want things to become just stop doing it.

Ideally, you should have made it clear on the first date itself that you were looking for something serious. If you want to give him a chance (I've low hope in this case), you can tell him this and watch his response. If he still pushes to get into your pants after you tell him what you want, best to leave. He does seem like he's trying for something casual.
