No one is saying that a girl being a bitch increases her hotness.

This is a reference to the sterotypical spoilt brat from a rich family, she, the daughter, is hot by virtue of the fact that women rate men by their resources and so men with resources are able to secure the best looking women. In the sterotype the resources of the father come at the cost of his time and so the child is then spoilt as he 'buys' the love of the child as they are unable to share quality time.
