Are things going too fast and causal between us?

Me and a guy have been talking to each other everyday for 3 weeks, we flirt and there’s physical touches (no sex, no kiss), but we aren’t couple.

So I told them this “we have been talking everyday and I think I need to distance myself from you because I don’t want what feelings I would develop for you and no idea what you want.”

After almost 2 hours, he finally replied, he didn’t directly respond to what I said, he said he misses me and asked to see me and got something to tell me.

We met and had dinner and he took me to a park and chatted then he kissed me, he said it’s his answer.
