I'm leaving the country but I really like him, what should I do?

There's this guy I met on bumble 3 years ago. We were seeing each other casually for 4 months, and I ended up developing feelings for him. I told him I liked him and he said he felt really good with me but by that time I was moving to another city, so it was really hard to think on a relationship. Over the years we kept In touch and keept seeing each other every time I was coming back to the city. The chemistry was so good that it felt like time didn't go trough, and I always felt so comfortable around him. He's the kind of men I could see as boyfriend material. Now I'm back to the city, but I'm leaving the country for good. We met yesterday, and I felt so sad knowing there won't be future times... I'm going back to my home country and then to Europe. He's planing to leave too, and while we were having dinner he said he was thinking on Europe but was afraid of starting from 0. In my mind I started feeling that maybe if I tell him how I feel again, and now that he's planning to go somewhere, maybe if things are reciprocate we could start something together somewhere... it's probably a fantasy but I feel like I should be clear and tell him. What would you do on my situation?
