How do you get more out of a conversation when other person won't give up much?

its like your trying to talk to them but they won't give there full time or interest and give you a bunch of half answers that don't even sound believable , either there lying or really don't want to talk to me and don't care if i even believe what they say is true or not

i feel like i almost have to trick this person into talking to me about what i actually want to

Why not just talk to them about what you want to talk about? Why do you need to trick them? Why not just start talking about it?
