He’s a chill person, and is kind of shy I guess. He’s everything I could ask for in a partner. We’re friends, I don’t know if that makes a difference as to how I should ask him.

Tell him what you wrote here about what kind of partner you think he would be (that would be so good to hear assuming he reciprocates)

I urge you to just be honest. Don't worry about his reaction. Say what you feel and he will do the same.

You leave knowing you've actually told him how you really feel about him.

And you leave with no confusion about... What he thinks about that (whether he likes you back or he doesn't)

Open and honest. In whatever words seem right.

Just ask him and let him know you're interested. Most men are open to trying to see if a woman who has shown an interest has a potential to become a romantic partner.

There is no specific RULE on HOW, but if you don't have the courage to tell him face to face (which I would actually recommend) try to text him? Or write him a hand written note... since you won't change your mind I guess you have many alternatives to do it you just have to do it.
