Why does this Tinder guy keep asking for a middle finger pic and is it controlling?

A guy on Tinder texted me months ago. Later, he asked for my number, then asked for a picture—specifically asking if I could do the middle finger. He said he asks everyone and isn’t targeting me. I never sent it. Months later, he texted me again saying he’s still waiting and that he remembered by looking at old messages.

I’m not sure if I would go so far as to call it controlling but I would say it’s certainly an attempt to try and hook you. It’s desperate and I wouldn’t fall for it.
