Is it normal for a company to offer you a position lower than what you applied for and interviewed for without telling you anything before the offer?

And without any explanation of why?

For example, you apply and interview for a senior consultant position but they offer you a junior consultant position. And there’s no mention of them doing that any point during the recruitment process and they don’t highlight it or give any reason when they make the offer.
