What to make of this email my recruiter for a job sent? It kinda feels like maybe he was told something but can't make it official just yet?

It sounds like he / she is purposely trying to hide the outcome from you, maybe to keep you tuned in and attentive so you don’t accept another offer and leave - whether you are their priority or their back up is unknown right now. It could also be a test, where your situated outside of your initial interview context, I know companies try to scare people into honesty by putting them in unplanned situations etc…
