My daughter is a technical recruiter and she says nobody looks at cover letters anymore, They put all the resumes into the computer and look for keywords. I disagree, a cover letter gives the employer a better picture of just who you are. If you send a cover letter that describes you it makes you stand out.

I think you should always have a cover letter. Ideally your resume is mostly unchanging. The cover letter is where you are saying why you are enthusiastic about this job and why you are ideal for it.
