Am I too strict, or you agree that my manager is a bad boss?

I keep getting extremely frustrated with him. I don’t consider him particularly competent/ good at what he does. He is not very well organized, always does everything at the very last minute and in a rush even if he knew for weeks he had to do something, which causes stress for the whole team. And even on the last day of a deadline; you wander where he’s hat the whole day and he’ll start working on the close to deadline project literally two hours before the deadline. He takes days off during the most hectic days of the year and when we are submerged with stuff to do (and doesn’t even plant them in advance, simply, during a very busy week he decides he’ll actually take a long weekend and disappears Thursday and Friday leaving everyone in the shit, he won’t even answer his phone. He does zero to create a team spirit and doesn’t reward his employees, I always thought he hated me and a colleague told me she also has the feeling he doesn’t like her. The impression I have of him is that he does all what he can to find ways to get his salary by doing nothing.

I usually want to defend people in leadership and administrative positions since I think most people below underestimate how much more stressful it is having to work and coordinate with everyone. But that one does sound like a bad one.

Horrible boss, horrible person. You need a leader, not a overgrown, selfish , lucky, entitled child. So is he the CEO? If not, why hasn't anyone told someone, like human resources? It's impossible a fool lie that is a boss.
