Not many of the replies here are well informed. There are a lot that are kind of right but allow me to be pompous and presume I know better.
It's a lot of factors.
A) Sex sells to men and women. Big breasts are a very clear sexualisation of a female character. It draws people's attentions and appeals to both men and women regardless of sexual orientation. You either notice it because the are large and have an opinion on them or you notice them because you like breasts and well... There are two very large breasts there. If it wasn't like this the the question wouldn't have been asked in the first place as you wouldn't have noticed.
B) Art style. Most overly exaggerated bosoms are because of Asian influences on drawing the female form. Anime for example is a major contributor for focusing on a woman's sexuality and form by having large breasts. **See also focusing on upskirt angles to show they are female**
C) Sometime it is just a fetish thing, but for most games out there with age rating aim for people 16+ then its points A and probably B if it is a Japanese or American company. If the age rating it 18+ and basically just about sex well then yeah its just a fetish.
Marketing wise this isn't the 80s. Boobs are for everyone in he eyes of making people buy stuff and in 2018 you are allowed to enjoy any part of a male or female body regardless of you actual sexual orientation.
Final point. Sometimes women just have naturally massive breasts. Its just as normal as having very small breasts.
As an example of the evolution of the sexualisation of women in games just look at Lara Croft. 90s Lara was about attracting a male audience. 00s Lara was about making her more of an action hero for men and women then the films came along and cast Angelina boobs. Ironically the aim was to attract non-gamers to play the game. Essentially focusing in meat heads, the kind in the comments on here that say dumb stuff like gamers don't get laid...
Now Lara is Zbrush sculpted, scan of a human body, PBR textured character with aim to immerse the player in a more realistic environment which is more relatable for men and women without focusing on her equipment of generation.
So really that's why they make some character have massive breasts.
As a gamedev I could give you a whole range of answers, but let me start with the most obvious one.
We like to see big boobs in all their jigglyness. There are entire physics engines build to simulate the most bouncy of bouncy boobs. We don't spend money on this without reason, people pay for it. If people pay for it, we make it.
Another aspect could be found in character design, big boobs influence your judgement on a person's character.
A lot of main characters used to be androgynous removing features such as voice and removing aspects such as boobs. Also the clothes would often be in natural colours. This was all to make people relate to these characters as much as possible.
Now with these big boobs you can say it's the extreme opposite. Giving her huge boobs makes you feel distant to her character and changes how you perceive her as a character. People generally won't relate with her or see her as anything but a lust object.
For example, take Kairi from Kingdom Hearts, obviously this was mostly targeted towards an Asian target demographic, but she is basically seen also girlfriend material from the get-go. Her features are modest and she's quite relatable. Her boobs are of "normal" size for this exact reason, it helps how you perceive the character.
Why do they make main male characters in video games have fit toned bodies. Masters at fighting or agility or gunplay... Or be super charming.
That's also the sexualization of men to a certain degree. Simple. People don't want to play as a plain average looking or fat person. Maybe they would in an rpg. But as people said above sex sells. Maybe not to everyone. But it sells to the majority. I much rather have Lara Croft be a bad ass.. good looking.. Smart.. Agile character than a boring... weak one.
Doesn't mean I'm shallow. It rather means I like playing as a cool character. You get games with the characters I described and you get games where you can make whoever you please. Big boobs or small etc. Theirs games that cator to everyone's tastes. So dont let it bother you too much.
Those hands tho! Forgot the breasts those hands are scary! If the boobs was intended to make her hot i think guys will have nightmares about her crushing their junk for sure

coz to me , most of these chicks are Asian, and most Asian chicks are tiny in the boob dept.
it is just like in anime porn, all Asian guys have big dicks... laughable!!

Why you say 'in videogames' as if every videogame ever has this issue.. What about hellblade? What about Super Metroid? What about the several characters in League of Legends that have a flat chest, yet they are still adults?
Yes there are videogames with women that have big breasts, but this is simply because the game designers of these games like em big. When you draw a picture, you also rather draw what you like.
Also, a lot of people like em, so as long as it doesn't influence the story negatively, why not add them in? Its not like we want them this big in real life, its just fun having them this big ingame. You go make a game about big dicks if you think its funny.
Well when there are fantasy elements like dragons and stuff. I think they believe there's harm in adding a few other fantasies. Besides i don't get the offensive nature of exaggeration that is objectification (in video games) of women in video games but often times it sells... Of course you must realize that most guys that play such video games probably never see real breasts and have no idea what the real ones are like. And such games never make big i think... while normal sexy games like skyrim's aela the huntress and witcher series do make it big... It's sleazy tactic by game devs
Because it’s fantasy so most things are exaggerated, women with huge boobs and men with steroid filled muscles. Besides, just from a economic viewpoint, advertising overly “mature” women to hormonal teen boys is bound to be quite profitable.
Because independent boob physics in anime and games is amusing.
Because some guys actually like it. I dated this guy and when he found out I had huge breasts he wanted me to cosplay girls that had huge breasts as well. Yes I like cosplaying anime characters but nothing that shows to much skin and cleavage. Majority guys do like it and as they say " majority rules ".

Wouldn't the most sensible explanation be that people may find it hot and not everyone shares your taste? Don't fall into the projection trap.
I think an even more simplier explanation would be fan-service.
Psychologically speaking men prefer larger breasts as they involuntarily remember the motherhood. So games tend to involve that strategy somewhat but apart from that overly large breasts don't turn anyone on (atleast not me unless they are covered tight) because they just feel artificial to a point that I wouldn't consider one as women. For example consider taunade from Naruto she looks smoking hot with her breasts all tightly coverd but not soo much in porn comics (did I get too personally deep? I have an honest answer by the way so idc)

dunno, but if you want a game with quote on quote normal tits you should try the TES series of games, or something like it... considering your reference images were mostly from asian- styled games i'd even go as far to say that its a cultural thing...

Because even though there are way more women gamers than there used to be, the majority of people who play games is still men. And the people that make said games are still trying to appeal to a male audience. big breasted women being one of those things they think will attract them to their games more.
It's a stereotype in those type of video games or just in Anime in general. Could be due to what some men find attractive or not.
Characters are Winning a bra size per xp level. The drawners imagine that boobs are bigger that they really are. It is like about the size of what men have between their legs. They think it is better to make it bigger that they really are. Polygons in the past were so ugly that they exaggerate now.
It's a fantasy and escapism. In erotic novels my girlfriend has read to me, written by women and men all have gigantic dongs. Its escapeism it's the same reason why in porn they don't wear condom because it's not fantasy to have sex and wear a condom.
Sex sells. This question would be more fair if you included "why many male characters in games and comic books look like Dwayne Johnson or Chris Hemsworth with rock hard abs" not every guy looks like that and it further destroy many males' confidence, they over sexualise both men and women in the media.
I would prefer normal breasts like you showed, i actually dont even mind smaller ones.. but these huge oversized breasts are a big turnoff for me. I dont know why this is a thing

Video games are about fantasy and since men are their main demographic they're going to inpl things that appeal to men like large breasts.
