I feel that knowing the variety of functions, projects and intentions behind the piece of art helps one open up to appreciating the merit of work that one doesn't personally like on a subjective note.
It's like learning about a person, on the surface at first one can be given a false impression. But if one takes time to learn more about the person's background, history, values... you come to appreciate them.

Yea I try to base the piece to it's context.
Art is valuable because it gives us insights about the new values of society at a certain period of time.
That for me is what makes it beautiful more than the technique itself. Because it has a story, and it educates us.

I think it's entirely subjective.
Anything that's on a level to something I can produce myself, I'm not very impressed with.
So if I were to say that the second painting is better than the first, you'd agree that there's at least the possibility that I'm right?
But how would persuasion even work when there's nothing to be persuaded by? If it is entirely subjective then it has no quantifiable qualities to be judged by, such as effort or skill. The only type of possible persuasion in this case would be further emotional insistence.

Unless of course there's a subliminal propaganda message to it, then it cannot be viewed objectively. At least not from me. There may be however some truly artistic exceptions because not everything is exclusively black and white. I have yet to encounter those examples however.
The closest thing I can come to is the quote "Artists use lies to tell the truth, while politicians use them to cover the truth up" from the movie V for Vendetta.
