The Thief and the Cobbler (often called "Arabian Knight.") The storytelling isn't great due to a difficult budget, time constraints, etc.
To look at it, and realize it was all done without CGI help. Hand drawn animation. The design is mind boggling. The "sets" are amazing. Sadly, it took so long, being mostly a self funded "project of passion" - the timing of the release was bad, as it debuted about a few months after Aladdin, and most people probably thought it was a cheap, hastily made rip off (not knowing that the production started 30 years before), etc. Too many cooks in the kitchen, and it was considered a disaster.
But look at the work. Each frame looks like it could have taken ages to complete.
Don Hetzfeldt's Rejected, Billy's Balloon, Amore, etc. Crudely drawn. Stick figures, very little background, poorly lip synced (usually on purpose), but it's ability to make people laugh (and sometimes cry laughing) is brilliant. There are some pieces he did that were more "experimental" that I didn't get to see (yet), but... I loved these ones especially.
L'Illusionniste or "The Illusionist." No, it's not the Edward Norton film, but a little known French/British film (2010). There's very little dialogue from the main character, the story is beautiful. The animation is good, but I think it's the way the story is done that makes it so fascinating. There's also a lot of attention to detail. Little things that make it interesting.
Secret of the Kells. It's loosely set around the creation/completion of "The Book of Kells" (a real Gospel bible created in Ireland that is known as a work of art itself). The drawings are intricately designed in the Book of Kells, and of course, all hand done.
The animation has a similar feel in many ways to "Samarai Jack's design" which was especially popular around that time.
Feivel; An American Tale - Most of Bluth's work. He originally started working for Disney, then left and tried competing, but movies usually weren't as successful, and Bluth had to close down. But his animation quality was amazing. His trademark was he liked to animate EVERY frame, while most animation went with animating "on the twos" (meaning every other frame would have a small change). But if you look at the drawing for Fieval, Secret of Nimh, All Dogs Go to Heaven... his animators did some beautiful stuff.
Coraline; going into "the other world" the use of color is really cool. It's a creepy movie, but I loved it.
Spider-man. Into the Spider-verse. It's 3D animation made to look like traditional 2D comic book style art. It's beautiful to look at.

Violet Evergarden is an anime with absolutely stunning visuals.
Bakemonogatari is also rather unique in it's art, and the anime called Gankutsuou (anime version of the Count of Monte Cristo) has a really unique way of drawing your attention with dynamic details in a way I've never seen before or since.
Other than series, there are some games that are more like art than anything else.
For example RiME, that has an absolutely stunning atmosphere as it takes your character through the 5 stages of grief. I can guarantee that even the hardest of men will shed tears when the story ends.
Along with a touching story, it's animation and music is just fantastic. I view it as a piece of art that you interact with rather than a game. I suggest playing through these <4 hours of playtime to experience this if you enjoy creative and extremely emotional art.

Dragon Hunters, it was one of my favorite animated movies as a kid. The story is funny and beautiful. And the animation is really cool.
I recommend watching it.Yes omg anastiasa journey to the past, very heart breaking very beautiful. I would never forget those artists that changed my childhood. And worked so beautifully not underestimating the child's eyes and mind with such excellent work
Animated series "Avatar: The Last Airbender" is such a show which has a deep impact on me. The art, the music, the characters, the story and the fight scenes are just extraordinary.
