Well, it was only interSTELLAR; the Galactic Empire was entirely contained within one galaxy, and only about 25% of it, at that. And I don't even know where to begin with calculating the odds of a force user coming along. But maintaining even an interplanetary empire has a serious problem, which is communication speed. Radio only moves at the speed of light, which means you'd need, at minimum, 4.21 years, each way, for a signal to get there and back. And that's just to Proxima Centauri, the closest star to Sol. The time lag in communications would make management effectively impossible.

Zero. Nil. There's no way to control an interstellar empire, never mind an intergalactic empire. When mail was carried around the British Empire on sailing ships, news received in London of the colonies was months old. To send a message to the nearest start takes 4 years, and another 4 years to get a reply. Even if it could be controlled, what would be the point? There's no way to transmit goods across interstellar distances.
