How did Beavis and Butt-Head have electricity in their house if their parents were never there?

They barely went to school and barely went to their jobs. Their parents were never around either. How could they afford cable or electric?

I think they were supposed to be 15, so I don’t think bills fell on them. Certainly questionable where the household money came from. I think I remember Butthead referencing his mom’s boyfriend a time or two. The money must’ve come from the one or both of them.
