Help me settle a debate I have with my friend. In my opinion it is less scary, harder to write horror this way. Wouldn't be much of an unknown, which is beneficial for horror, and even if there is unknown, the characters with magic are more capable to deal with it. Yes, you can have more powerful dark enemies, but the element of actual horror fades away.
My friend says otherwise, you can do horror in every setting. I responded that the horror might be there at first, but it won't last long, especially if you want to continue the dark horror setting.

Well it depends. The scary part about the world should be less common. That doesn't mean however that all magic need to be uncommon. I would even say it can make the horror bigger. If someone knows a lot about a field and still doesn't understand a specific horrific part of it. Sometimes even those trying to get deeper into some knowledge and abilities can be corrupted.
On the other hand for readers it can also be more scary if they are able to identify with the person in the story and that is easier if they are more similar and less magical.
