So Beyoncé is considered a feminist or empowerment icon, yet she feels the need to constantly parade around in stripper outfits. You could ask: why? Some might say she's just trying to stay relevant.
I'd say it's a contradiction to call yourself a feminist while being enslaved to male approval and the male gaze.

Feminism is not about dressing modestly. It purports that women should have the right to choose how they dress no matter if that's modestly or sexy. One could argue, according to the point you are trying to make, that women in other countries are forced to dress modestly so that men will NOT gaze on them, rather than tackle the issue of men being overly sexual with women no matter what they are wearing (meaning the ones that act inappropriately and turn thought into disgusting actions) meaning men are still controlling largely how women "should dress," as opposed to them having the choice to say I will dress how I want and for whatever reason that is. There is also the assumption (typically by men) that if a woman wears a sexy dress, the only reason is that it has to be for men, yet people rarely accuse men of dressing for women.
I dont think Beyonce does it for the male gaze. She has mostly female and gay supporters. She just wants to look sexy
Sometimes people wear things because they like the way it looks. Weird, I know.
