Why is Iceman considered Omega level, since he only uses such a narrow aspect of water manipulation?

The mere fact I can imagine a water manipulator greater than Iceman proves Iceman is NOT an Omega mutant. By definition, an Omega character is supposed to have unlimited potential, but you never see Iceman use any aspect of water besides... Ice.

My water manipulator character uses ALL aspects of water and can shapeshift into water. Here are some of her abilities.

Control all phases of water, including metallic water found in the cores of failed stars and super-jupiter class planets.

Shapechange into any phase of water.

Create a sphere of metallic water contain breathable air to travel under water or in outer space.

Create weapons and armor from metallic water (Swords, throwing knives, spherical meteors of metallic water, etc)

Blood Bending- Control the water inside enemies' bodies and rip them apart from the inside out.

Create/Destroy water.

augment her physical strength by controlling water. For example, she can hit a baseball at Mach 5 by controlling water in a metallic water baseball bat.

Encase herself in ice or metallic water and enter hibernation for indefinite time.

Okay, in the book, she has two more abilities, but neither of them is directly water-related, so I'm not listing them here.

Marvel's Storm character is supposedly Omega Level too, but she never does anything "unlimited" either, even though she's been claimed to be unlimited. she can't even beat Magneto for goodness sake. If Storm was truly "Unlimited" she should be able to stop hurricanes, or generate a bolt of lightning with literally infinite voltage and wattage. She can't.

Why is Iceman considered Omega level, since he only uses such a narrow aspect of water manipulation?
