"Panties" can mean one to N pairs of panties just like "trousers" can mean any number of pairs. With plural nouns it is typical to examine them as units that contain the lowest naturally occurring quantity, typically a "pair" or a "trio". This allows us a singular form of the noun to work with, which makes it more straightforward to quantify a specific amount of them. I'm bad at explaining this but I'm trying to say that "five pairs of pants" is more convenient for communication than "ten pants". Someone might think ten pants was five pairs, another might interpret it as ten pairs.

Regardless of Hoyle and Funk & Wagnall, I say "panty" is singular. To say "pair of panties" as singular indicates that somewhere out there is a single panty that goes around one thigh, covers one butt cheek and half of your crotch.
I just say panties... never really thought about it...

I would agree the singular form would be panty by logic. However one does not say they're wearing Pant. Instead, I'm wearing Pants.
I would imagine both via common nomenclature and grammatical necessity that Panties is the correct term for both singular and plural forms of reference.
