What does "well look at you mean"?

I keep hearing this expression and I don't quite get the meaning. For example, the other day I was the only one to complete an assignment in class and the teacher said to me "well look at you" slowly and ending with a higher pitch... I don't get it, is it a compliment or sarcasm or a subtle I insult? Anyone?
