Was my brother's reply great towards a very late apology?

He's 31 years old and someone messaged him on his FB recently, along with a friend request. The guy was apologizing profusely for treating him badly when they were 13-15 year-olds and explaining how horrible his upbringing was.

This was my brother's message:

Hello Stranger

I have no idea what you're talking about. My memory is fuzzy. I forgot what I had for breakfast yesterday. You have the wrong person because I don't remember you at all. Good bye.

My brother clearly does remembers him but that guy is a ghost to him. He denied the friend request. He's not interested in associating nor befriending anyone that suddenly wants to add him now, many years later suddenly. Was that a good reply?

My brother would've accepted the apology during his teen years right at that moment or before his HS graduation, not randomly after nearly 2 decades later since moving on.
