I do tell my best friend (female) often in a friendly/brother like way
I do not tell people I love them, but I will say things like, "your so kind," "you're so sweet," "you're very intelligent," "I'm very glad I have you around," etc... similar to saying you love them. I like to use specific examples of love because it's more obvious what I mean when I communicate love for others, sometimes using generic terms that have more than one interpretation can be problematic such as the word love which can mean many different things. I heard there are 50 different words for love in Arabic, as an example, I do not like to use multi purpose words to express how I feel, so "your beautiful," is better then "I love you."

No. I tell them I care about them, or tolerate them, but love is a bit... strong. I don't even say that to my family, much less friends.
But that's just me. I have friends that say that to me all the time, and yeah, they mean it. but I'm not really the "sappy" type, so for me, just saying I like someone's company means a lot.
When I genuinely do, love for me is very strong so if I ever say "I love you" that means I consider you girlfriend material. So basically never happens unless we are already transitioning into more than just friends.

no i don't specifically say i love you, that is for my partner not friends. kinda weird to say to a friend, in my opinion
my friends do know I love them yes... I say it often enough
