Is there a point where a name can be offensive?

This went viral and caused controversy. The parents literally named their twin girls Hiroshima and Nagasaki; the names of the nuked Japanese cities. It's one thing to want to find a cute name but is there a point it can be offensive?

I found that article. It said they got taken away by CPS for abuse going on. Poor kid going by that name.
