If someone gives up their baby at a church (with lots of people) does that also count as a safely surrender?

I heard of this story from a co-worker. Many years ago, a mother arrived at a church with a baby basket. The newborn boy was in cleaned, comfortable clothes, wrapped in warm blankets and asleep. She gave up the baby in church with lots of people and a long note.

That's definitely a whole lot better than the cases of despicable people throwing a baby in a dumpster. The baby must be a man in his 30's by now. Considering she wanted the baby to be found (hence why she chose a crowded church), does that also count?
