What should I do if my neighbor is bullying me?

My neighbor Neli is very arrogant as if her husband is not a peeping tom. by the way he's dead now and this neighbor alway say how our dog poop smelling bad like we always clean it. She also said that Im too gossipy and I dont even talk to her she's the one who is gossipy because she spread everyone my sister got pregnant and didn't marry by her boyfriend. Well my sisters boyfriend married her so her gossip was wrong. by the way she has heart failure so sometimes I just remain quiet because if I talk to her she might die of heart attack. She even put aircon near our window which blows the heat from its back to our window. So should I fight with her even if she has heart disease?
