Guy friend wrap his arm around my waist?

if somebody rest the left hand on your right shoulder, would you put your arm around shoulder or the waist?

my guy friend just wrap his arm around my waist. I just think that it would be just natural thing since I rest my left hand on his right shoulder. it would be awkward position for him to put his arm around my shoulder or is he interested ?
