It was passing period and he just walked up to me and strung his arm around my shoulders. I'm not sure if I like him so I moved and said "Don't." And he got the point, but he's also trying to be around me and talk to me. But I know that usually he's the type to just ask a girl out before flirting or anything but to me he's really different.

Not necessarily, making physical contact can be confusing as different people see different gestures in different ways, for example, you think him putting his arm on you means he wants a romantic relationship, for him it may just seem like it means you are really good friends

I don't see how it's rude to tell a guy not to touch me like that around people. I mean what am I supposed to do? Pretend that's okay and let him think that I'm into him?

That is true, i mean all he really did was touch your solder, he wasn't harming or embarrassing you really, you should have just either let him do it or let him down easier than you did.

I don't understand why girls take everything as a sign of 'liking'. For boys, putting an arm around someone is very normal as it is a sign of friendship.
