For example, if a girl is best friends with a guy and they have no romantic feelings for each other, would it be weird or OK for them to cuddle with each other while, say, watching a movie? It doesn't have to be all out cuddling. The girl could just lean on his shoulder or chest, or he could put his arm around her.

If the other person is okay with it then I think it’s fine. The concept of hugging has become a romantic gesture in today’s society so people will often misread a cuddle. As long as both of you know that it doesn’t mean anything romantic.
