To me personally kissing would mean it could be going into a different relationship. Holding hands and cuddling is natural and ok for friends to do, as it means you're pretty close together. But if you like to kiss each other then you can, nobody can stop you.
If your both ok with it, but you still need to talk about it. If only one person has/catches feelings it will end in a emotional mess.
No that's crossing over from friendship into something more.
