Yeah, probably, but... so what? People tend to get whatever attention they seek, so if someone's okay with people being drawn to her for her body, that's her choice to make. It is what it is.
No, you don't have to, but it helps. No, she isn't necessarily trying to get attention. She may just be confident. Although, attention usually comes as a result of being confident.

It’s one thing to wear that for sport, it’s another to wear that to the mall. I’m in the former. I’ll agree that it’s an attention getting tactic.
Nah. I wear stuff like that too a lot because it’s comfortable, looks cute and I do feel very confident in my new body. Not everyone who shows a little skin wants attention.

It's either for attention or she "feels" sexy wearing these clothes (meaning she'll wear these clothes or any clothes which make her feel this way even if they don't attract anyone).
It's pretty hard to say because most times it is because they want attention but if you confront them it's always "how dare you! I have the right to feel comfortable in anything I wear!" And it clearly doesn't look comfortable at all..
