It’s not too short in my opinion. I personally think it looks better without leggings but if you’re more comfortable wearing something under it, then I would say maybe slightly more sheer leggings under would look better.
There is no such thing as "too short". It's just a question of whether you are comfortable. If you sit down in that skirt you will be showing your legs up to your hip. If you don't keep your knees together you might be showing more.
From the front I was going to say it was long enough without leggings.
From the back... you can't bend over at all.

Leggings make it look less short…
To short. You don’t want men to look because it’s so short. You want men to look at you because you look good with an appropriate length

I think the length is fine without leggings, but it looks a lot cuter with the leggings

You are kinda tall for these skirts maybe get longer ones. Or wear them with leggings. The legs look better when hidden they come off masculine with no leggings.
The skirt is fine with the shoes and with or without the leggings. Nice either way. However that sweater is terrible. Sorry.

No it looks good, but the most important aspect is how you feel in it.
If there are shorts built into the dress, then leggings aren't necessary. It looks better without them. I think it's very cute. :-)
