This is the way memory works. Everyone does this. We first notice the basics. Then later we might notice more. A person's color stands out, especially if it's different that what you are normally around. A person's sex is very noticeable. If they are very overweight, tall or short it's noticeable. Maybe the the color or length of hair stands out. When you first see someone, this is what we notice and remember first.
It's the same with other things. A car drives by, and at a glance we notice a small blue car and may not remember anything else about it. The color and relative size is what we first notice.
We do the same thing with buildings streets and everything else.
You mentioned face, hair and clothes. People are very unlikely to remember these things unless there is something that really stands out about it. If someone is wearing bright orange clothes, people are likely to remember that. If they are wearing fairly common clothes it won't stand out and people won't remember. It doesn't matter that one set of clothes is different than another, as long as they don't stand out.

It's just a habit of people who aren't exposed to other cultures enough, where they mistake another person for a different one.
Like at a glance you and I could see all or most Chinese people looking somewhat the same (visually), so if we had to quickly identify a certain one out of a line of 3 or 4 running by, you or me, or anyone else could miss it.
It's important for us to recognize people's differences and individuality. Every chinese person has different facial features and traits.
ALSO the racial categorizing is just because they don't *socialize* with enough to recognize their social/personal individuality.
It's important for all of us to be open, respectful, and observant of each other in these aspects.
Also, @NathanDavis made a good point as well- you categorizing all white people of doing this may not be the fairest. It certainly doesn't help you to recognize individuals more accurately.
Give yourself a recognizable hand, and don't be so hard on yourself, when others confuse you for someone else. It happens to a lot more people than you'd realize. (myself as well).

Every human develops the skills to recognize the faces of the people who sorounds them in their first year (s).
So if you are only in contact with caucasian people you have a hard time recognising people of different ethnics. Your brain isn't used to them.
And there are also people, like myself, who are really bad at recognising faces.

I get mistaken all the time for other Irish white people by non-whites. Has nothing to do with racism and white people. When you're not part of a community then people of that community look the same.
As much as I can't stand Hillary Clinton, she wasn't wrong when she said all black people look the same. A lot of them kind of do. It's only been in the past few years that I stopped mixing up black actors.
Even Gyasi Zardes said he colored his hair blonde, so his black grandmother could recognize him on the field. That's why it's so difficult to catch black criminals, because they show you mugshots and they all fucking look the same
Many look very similar to me. I do that with some white people too but they usually have different eye color or hair color or something 2 tell them apart. But 4 example I always get confused between Samara Weaving and Margot Robbie.

Get in touch with reality. Our features are darker and harder to recognize, especially in dim light or when backlit so you can only see a silhouette.
People change hairstyles and clothes.
White people don't do this. Some people, who happen to be white do this.
